The free market is the greatest and most natural force for job creation ever conceived, because it is rooted in the concepts of capital formation and wealth creation. Regulation, taxation and uncertainty about the future are barriers to free market-based job creation. The first step to unleashing the entrepreneurial spirit of America is for Washington to get out of the way.

The unemployment rate was 6.6% when I took office. I cut individual and corporate tax rates; with the corporate rate falling from 52 to 48 percent, the top individual rate falling from 90 to 70 percent, and the lowest individual rate falling from 20 to 14 percent. As a result, GNP growth increased and the unemployment rate fell to 4.9% by the end of the Johnson Administration.

I cut individual tax rates for every American, dropping the lowest rate from 15 to 10% and the highest rate from 39.5 to 35%. The result was 52 consecutive months of economic growth, the longest stretch in history, and an unemployment rate that was the lowest since World War II.

The unemployment rate was 7.5% when I took office. I cut individual tax rates by 23% and the rate of economic growth the next seven years was over 50% higher than the previous seven years. As a result of this of this growth, the unemployment rate fell to 5.4% by the end of my term.

The alternative to job creation based on free market economic growth is job creation based on government spending. However, when government creates jobs through spending, those jobs are never self-sustaining because they do not create economic value. They require continuing spending. Worse, government spending can be a net destroyer of jobs by crowding out more effective private sector investment.

The unemployment rate was 24.9% when I took office. I increased spending by over 38% and yet five years later, the unemployment was still as high as 19%. It just didn’t work.

The unemployment rate was 7.7% when I took office. I passed a $787 billion stimulus bill that I said would keep the unemployment rate below 8%. The unemployment rate is 9.1% today and only 2 months out of the last 30 have seen unemployment below 9%. It’s just not working.
